In 2025, the Employees’ State Insurance Corporation (ESIC), under the Ministry of Labour and Employment, launched a landmark scheme titled SPREE-2025 (Scheme for Promoting Registration of Employers and Employees). Alongside it, an Amnesty Scheme-2025 was also rolled out. Both initiatives are time-bound reforms aimed at expanding India’s social security coverage, simplifying compliance, and reducing the backlog of disputes under the ESI Act, 1948.

SPREE-2025 is designed to encourage employers and employees to voluntarily register under the Employees’ State Insurance framework without the fear of retrospective penalties. By removing deterrents such as back payments and inspections, the government hopes to widen the reach of the ESI system, particularly among smaller establishments and unregistered workers.
Key Features of SPREE-2025
The scheme operates from 1 July 2025 to 31 December 2025. During this period, employers and employees not previously registered under ESIC can enroll themselves through multiple portals, including the ESIC Portal, the Shram Suvidha Portal, and the Ministry of Corporate Affairs platform.
A central incentive of SPREE-2025 is that it protects participants from retrospective liabilities. Employers who register during this window will not face inspections or penalties for past non-compliance, and employees will not be denied benefits because of prior unregistered service. Benefits such as health care, maternity leave, disability coverage, and other welfare provisions will begin from the date of registration declared by the employer.
This approach directly addresses one of the largest hurdles in employer compliance fear of retrospective punishment. By waiving old dues and inspections, SPREE-2025 creates an atmosphere of trust between regulatory authorities and enterprises.
Amnesty Scheme-2025
To complement the registration drive, the government also announced the Amnesty Scheme-2025. Running from 1 October 2025 to 30 September 2026, it offers employers a one-time opportunity to settle ongoing disputes under the ESI Act. This includes issues of damages, penalties, or coverage disputes that have been the subject of prolonged litigation.
The Amnesty Scheme is expected to significantly reduce the burden on ESIC’s adjudication mechanisms and on courts handling labour disputes. It is also intended to ease compliance for employers who were previously hesitant to engage with the ESI system due to unresolved legal complications.
Regional Implementation
Although SPREE-2025 is a national initiative, its rollout is being actively monitored at the regional level. For example, in the Northeastern states, ESIC’s Guwahati office has taken up special campaigns to spread awareness. The region covers around 63 districts, involving nearly 34,000 employers and over 4.3 lakh insured persons, which translates to a total coverage of about 16.6 lakh individuals, including family members.
In Bengaluru, ESIC officials have also encouraged firms employing 10 or more workers to register through digital portals. The drive is particularly significant in industrial hubs where informal employment remains high.
Importance of SPREE-2025
The significance of SPREE-2025 extends beyond administrative efficiency. It has broader social and economic implications for India’s labour market.
- Formalisation of the workforce: A large portion of India’s workforce remains outside the formal social security framework. By incentivising voluntary registration, SPREE-2025 helps in integrating more workers into the formal economy.
- Improved welfare coverage: Registered employees gain access to medical care, sickness benefits, maternity benefits, and compensation for disability or occupational injury.
- Reduced litigation and compliance burden: Employers benefit from simplified compliance and reduced risk of penalties. This is likely to improve industrial relations and reduce adversarial interactions between firms and regulatory authorities.
- Strengthened trust: By focusing on cooperation rather than punishment, SPREE-2025 may help cultivate trust between workers, employers, and the state.
Challenges and Concerns
Despite its ambitious design, SPREE-2025 faces certain challenges.
First, the success of the scheme depends heavily on awareness campaigns. Small enterprises and workers in informal sectors may remain unaware of its provisions unless targeted outreach efforts are made.
Second, while retrospective inspections are waived, verifying the authenticity of declared registration dates could pose administrative challenges. This opens up the possibility of discrepancies in benefit distribution.
Third, there is the question of sustainability. Once the scheme ends in December 2025, ensuring that employers continue to comply and that registrations are not abandoned will require ongoing monitoring.
Finally, ESIC will need adequate staff and digital infrastructure to handle the surge in registrations and to deliver timely benefits. Without proper capacity, the system could become overburdened, undermining the scheme’s objectives.
